No owner of any taxicab shall knowingly permit the same to be driven for hire by anyone who is not licensed under the laws of the State of Ohio. In the event such vehicle is so driven, the Mayor shall revoke the license for the vehicle concerned and for all other vehicles owned by the same owner.
