At the time the license is issued by the Mayor to the owner of the taxicab, the Mayor shall also issue to such owner a windshield sticker showing the Village license number and the year for which such license is issued. Such sticker shall be applied to the lower right-hand corner of the windshield by the Mayor and no person shall remove or transfer the same during the year for which it is issued.
