717.05  TAXICAB LICENSE ISSUANCE.
   (a)    The Mayor shall investigate and if necessary, hold a hearing for each applicant for a license. If the Mayor finds from such investigation and hearing that the provisions of this chapter and the Ohio Revised Code have been met (i.e., that the applicant is the owner of the vehicle for which a license is desired; that such vehicle is safe and fit for conveyance of the public and that the vehicle and the applicant both comply with all requirements of this chapter and relevant portions of the Ohio Revised Code) then the Mayor shall notify the applicant of the Mayor's findings, and the license shall be issued.
   (b)    If the Mayor finds that the applicant at that time has not complied with the requirements of this chapter, the Mayor may require the applicant to furnish, within thirty days, any additional relevant information required.  If the Mayor then finds that the applicant is the owner of the vehicle for which a license is desired, that such vehicle is safe and fit for the public's conveyance and that the vehicle and the applicant both comply with all the requirements of this chapter and relevant portions of the Ohio Revised Code, then the Mayor shall so notify the applicant and the Mayor shall issue a license to the applicant upon the payment of the proper license fee.
