No taxicab shall be operated within the Village unless a license has been issued to the owner and is in force. Every license shall expire on December 31 of the year for which it is issued. If a license is issued for operation on or after July 1, of any year, the fee shall be one half of the annual fee. The annual fee shall be twenty-five dollars ($25.00) per cab and shall be in addition to the fee required for motor vehicle licenses under the laws of the State.
