(a) A work schedule for police officers will be set up by the Mayor and posted on the bulletin board on Friday of each week for the following work week. Any police officer desiring time off must notify the Mayor or President of Council twelve hours in advance.
(b) No member of the Police Department shall take any Village keys home with him when off duty, except the key to the Mayor’s office door. The keys shall be available at all times to the Mayor, President of Council or Clerk-Treasurer.
(c) A weekly meeting with police officers shall be called by the Mayor or the President of Council, and minutes of such meeting taken by the Mayor’s secretary. The Mayor or President of Council shall preside over the meeting.
(d) The Mayor is to execute the hiring and discharging of any police officer. When hiring a police officer, the Mayor shall present the name of the person to be hired before Council for approval at the first regular meeting of Council.
If any officer fails to perform his duties, regardless of weather conditions, the Mayor will file charges with Council as provided in Ohio R.C. 737.171.
(e) Any police officer called out for extra duty shall be approved by the Mayor or the President of Council.
(f) All police officers shall make a routine check of any public gathering.
(g) No police officer has the authority to set bond or take money for bond from any person. The Mayor or the President of Council shall set bond and give a receipt for the same, or the Mayor’s secretary may accept the bond money and remit it to the Mayor.
(h) All ordinances of the Village must be available for all officers at all times.
(i) No police officer shall remain in any place more than ten minutes at a time.
(j) Each police officer shall advise his relief officer of any activities in the Village.
(k) A daily log shall be submitted with payroll, showing days and hours of each employee.
(l) All officers shall conduct themselves in a courteous manner at all times.
(m) All stolen merchandise which is recovered by the Police Department shall be noted on the daily log and shall be returned to the owner as soon as the need for the same is expired for purposes of evidence as provided in Ohio R.C. 737.29 et seq.
(n) Each officer shall keep a log of all complaints, setting forth the time of the call, the nature of the complaint and the action taken in response thereto.

(o) Each policeman shall be neat and clean in appearance and shall be properly attired in a police uniform while on duty. If the Mayor finds that any member of the police force fails to meet this requirement, he shall warn the policeman and make a notation thereof in his daily log. If, thereafter, the policeman fails to comply with this section, the Mayor shall give him written notice of a demand to comply therewith within ten days. If the policeman does not comply within the ten-day period, the Mayor shall file written charges with Council, which charges if found to be true, after a hearing as provided by law, shall be a basis for dismissal from the police force. (p) No one other than the police officer on duty shall ride in any Village police cruiser without specific permission from the Chief or Acting Chief of Police, except for the normal transport of prisoners or other individuals which is necessary for the performance of the police officer’s duties or in case of emergency situations, which are to be recorded on the patrol log sheet.
(q) The Chief or Acting Chief of Police shall be notified twenty-four hours in advance by any police officer not able to work his regular shift. It shall be the responsibility of the Chief or Acting Chief to find a replacement for any officer not able to work his regular shift.
(r) Any use of sick days shall be approved by the Chief or Acting Chief.
(s) Each police officer shall be entitled to thirty minutes per each eight-hour shift for eating lunch. This thirty minute break may be taken at any time after the first 3-1/2 hours of his duty shift.
(t) Any shift change between officers must be approved by the Chief or Acting Chief.
(u) Only one officer will be assigned to work in each car. When more than two officers are working on a given shift, the additional officer shall be on foot patrol. The Chief or Acting Chief is responsible for foot patrol and cruiser assignments.
(v) The police cruisers are not to leave the corporate limits of Middleport except in case of emergency or other police business as authorized by the Chief or Acting Chief. At no time shall both police cruisers be outside the Village.
(w) All vacation times or other requested days off shall be approved by the Chief or Acting Chief at least seventy-two hours in advance.
(x) All police officers shall to the best of their ability perform police duties only during his duty hours in order that Village residents be provided with the best police protection possible.
(y) All calls answered by the police officers on duty shall be entered on the patrol log sheet and that an hourly entry shall be made listing the location of the patrolman and area being patrolled. A record of the lunch period shall also be entered on the log sheet.
(z) The above listed duties are in addition to any other duties which may be assigned by the Chief or Acting Chief or any other duties which become necessary in the regular performance of a police officer’s duties.
(aa) The Chief or Acting Chief has the authority to assign duties to be performed on all shifts and require that such duties be performed to the best of the police officer’s ability.
(bb) The Chief or Acting Chief shall be responsible for assuring that the above regulations are adhered to by all Village police officers and that the Mayor shall be responsible for ascertaining that the Chief or Acting Chief adheres to the above regulations.
(cc) It shall be the responsibility of the Chief or Acting Chief to impose the following penalties for violations of any of these regulations by Village police officers:
(1) When the Chief or Acting Chief has determined that any of these regulations has been violated by an officer for the first time, a letter shall be sent to the officer by the Chief or Acting Chief stating the violation. This letter shall act as a warning letter and become part of the officer’s personnel file.
(2) When the Chief or Acting Chief has determined that a second violation of these regulations has occurred by a police officer, within a thirty day period, the Chief or Acting Chief shall suspend the officer for three days without pay.
(3) When the Chief or Acting Chief has determined that a third violation of these regulations has occurred by a police officer within a thirty day period, this shall be cause for dismissal, and the Chief or Acting Chief shall present these violations to Council for their review and action on the alleged charges.
(dd) Any Village ordinances or portion of Village ordinances which are in conflict with this section are hereby repealed to the extent of the conflict.
