(a) No person shall allow a dog under his or her control to be upon public property or upon the property of another, absent the consent of the owner or occupant of the property, without some device designed or intended for the removal or containment of such animal’s excrement; nor shall any person fail to immediately remove any excrement deposited upon public property or upon the property of another by any dog under his or her control.
(b) Whoever violates this section is guilty of a minor misdemeanor.
