505.16 HORSES TO BE SECURELY FASTENED.

(a) No person shall have any horse or horses whether attached or unattached to any carriage, wagon or other vehicle, standing on any street, lane, alley, or public grounds, unless the same be securely fastened, or the reins are in such person's hands or within reach.

(b) Whoever violates this section is guilty of a minor misdemeanor.
