(a) A ban on all public parking within the corporation limits of the Village shall be in effect from October 15 until April 15 of each year, within the hours of 1:00 a.m. until 6:00 a.m. as to all streets within the Village, and within the hours of 3:00 a.m. until 6:00 a.m. as to the Municipal parking lots and other Village property.
(b) The ban can be exempted only by a special permit issued by either the Chief of Police, Village Administrator or the Mayor.
(c) All areas affected must be posted with warning signs.
