(a) Each police officer shall attach to any illegally parked vehicle a notice to the owner or operator thereof. The notice shall state that such vehicle has been parked in violation of a provision of this chapter and issue a citation for such violation.
(b) Each parking violation shall constitute a minor misdemeanor. If the vehicle's owner or operator does not proceed under the waiver provision specified in subsection (c) and (d) hereof within fourteen days of the citation, the matter shall proceed as a minor misdemeanor prosecution.
(c) Any person charged with a violation of any parking ordinance may plead guilty and waive a court appearance by paying a fine in the manner and amount prescribed in subsection (d) hereof. Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the offense alleged and may be accepted in full satisfaction of the prescribed penalty for such alleged violation.
(d) Fines for parking violations shall be deemed waived if payments to the Village, at the police station, are made within seven days of the date of violation, pursuant to the following schedule:

If payment is made more than seven days after the violation but prior to the expiration of fourteen days after the violation, waiver will be effected if payment is made in double the amounts set forth above.
