133.06 FISCAL OFFICER AUTHORIZED TO COLLECT CERTAIN FEES AND CHARGES.
   (a)   The Fiscal Officer, and those administrative personnel operating under the supervision of the Fiscal Officer who collect fees and charges on behalf of the Village, are hereby authorized to collect from the person responsible for payment, the following charges:
      (1)   Any and all bank or other charges assessed to the Village result of a check or other payment to the Village that is dishonored for insufficient funds or any other reason.
      (2)   Any penalty and any interest charges assessed to the Village resulting from any such dishonored payment, and
      (3)   An administrative fee of twenty-five dollars ($25.00) for each such dishonored payment.
   (b)   The Fiscal Officer is hereby authorized to offset any refund owed to any person doing business with the Village, including any taxpayer of the Village, any other debt owed to the Village by that person.
      (1)   To facilitate this provision, the Tax Administrator is hereby authorized and directed to notify the Fiscal Officer, prior to making any tax refund, of the identity of any individual who is about to receive a tax refund, so that the Fiscal Officer can verify that said recipient does not owe debt to the Village for any item.
      (2)   In the event said debt is owed, the Fiscal Officer shall offset that debt from the tax refund, the debt to the Village shall be paid, and any remaining balance shall be paid as a net tax refund, with the Tax Administrator notifying the Taxpayer of the reason for and providing an itemization of the reduction of the tax refund.
