(a) The Village shall bill the charge billed to the Village for each Subscriber by the Village's Refuse Contractor to the Subscriber's water account. Failure by the Subscriber to remit payment to the Village shall be grounds for shutting off the water and/or for certifying any delinquent amounts due to the County Auditor for collection on the tax duplicate.
(b) Upon receipt thereof, the Fiscal Officer shall segregate all funds collected by the Village from Subscribers for refuse services, and deposit said funds in a special Refuse Services Fund, which shall be used to pay the Village's Refuse Contractor for said services.
(c) In the event a Subscriber pays only a portion of the combined bill for Water/Sewer/Refuse services, all funds received from that Subscriber shall first be credited to the Refuse Services Fund until all amounts for Refuse Services due from that Subscriber are paid in full.
