(a) Council hereby authorizes the Village to participate in contracts authorized by Ohio R.C. 125.04(B), and other related provisions of Ohio law, in order for the Village to purchase supplies and services which have been contracted for by the Ohio Department of Administrative Services (“DAS”) pursuant to Ohio R.C. 125.04(B).
(b) Council hereby authorizes the Mayor to agree, in the name of the Village, to be bound by all terms and conditions for said contracts that the Ohio Director of Administrative Services prescribes.
(c) The Mayor is hereby authorized to agree, in the name of the Village, to pay the vendor directly, under any contract of the DAS in which the Village participates, for those items that the Village receives pursuant to the contract.
(d) Pursuant to the authority granted under Ohio R.C. 125.04(B), the Village may purchase supplies or services without public bid from a contractor who has not entered into a contract with DAS if all of the following apply:
(1) The DAS has entered into a contract for the purchase of those same supplies or services;
(2) The Village can obtain those supplies or services upon the same terms, conditions and specifications as those bid by the DAS, but from a different vendor; and
(3) The vendor will provide the supplies or services to the Village at a price that is lower than that available through DAS.
