The Village Administrator shall make contracts, purchase supplies and materials and provide labor for any work under the Village Administrator's supervision involving not more than fifty thousand dollars ($50,000). In making any such purchase, the Village Administrator, in his/her discretion, may solicit bids, formally or informally, prior to making said purchase. Where bids are solicited, the bidder who, in the opinion of the Village Administrator is the lowest and best bidder, shall be selected.
