139.02 ORGANIZATION.
   The order of rank in the Police Department shall be as follows:
   (a)   Chief of Police.
   (b)   Lieutenant.
   (c)   Sergeant.
   (d)   Police Officer.
   (e)   Part-Time Police Officer.
