(a) No building or other structure shall be erected, moved, added to, structurally altered, and no building, structure or land shall be established or changed in use without a Permit therefor, issued by the Zoning Inspector. Zoning Permits shall be issued only in conformity with the provisions of the Zoning Code unless the Zoning Inspector receives approval from the Planning Commission directing the Zoning Inspector otherwise, based upon an appeal or variance granted; or approval of a conditional use granted by the Planning Commission. (b) Upon review of the application, payment of the applicable fees and a determination by the Zoning Inspector that the application meets the requirements of the Codified Ordinances, the Zoning Inspector shall issue a Zoning Permit. However, if the applicant is an owner, builder or developer who is responsible for other projects in the Municipality, and if any of those projects are in violation of the Zoning Code when the application is filed, the Zoning Inspector may, in his/her discretion, refuse to issue any additional zoning permits to the applicant until such zoning violation(s) have been corrected.
