135.02 EMPLOYMENT; ABSENCE.
   (a)   The Village Administrator shall be appointed by the Mayor but shall not take office until that appointment has been approved by a majority of the members elected to Council.
   (b)   The Village Administrator shall be chosen on the basis of executive, administrative and academic qualifications with special reference to actual experience in and knowledge of accepted practices in respect to the duties of that position as hereinafter set forth. The Village Administrator shall have responsible administrative experience.
   (c)   The Village Administrator need not reside in the Village at the time of appointment; however, the Village Administrator shall become a resident of the Village within six months after appointment by the Mayor and confirmation by Council, unless Council, by ordinance, determines otherwise.
   (d)   The Village Administrator shall serve at the pleasure of the Mayor and the Council and may be removed without cause by the Mayor with the consent of a majority of the members elected to Council; or the Village Administrator may be removed without the consent of the Mayor by the affirmative vote of three-fourths of the members elected to Council.
   (e)    During the absence or disability for any reason of the Administrator, the Mayor may perform the duties of the Village Administrator or the Mayor and Council may designate some properly qualified person to perform the duties of the Village Administrator.
