(a) Upon request, the Municipality shall produce copies of its public records within a reasonable period of time.
(b) For standard-sized, non-color copying of public records, the Fiscal Officer shall not charge for any request of up to ten pages, and shall charge five cents ($0.05) per page for all copies of such records in excess of ten pages. For all other records, the Municipality shall charge its actual costs of producing the records, which costs shall exclude the cost of any employee time required to produce such records.
(c) In the event of multiple requests by the same person or by related persons for copies of ten or fewer pages, the Fiscal Officer may, in his/her discretion, aggregate such requests for purposes of counting the true number of copies being requested and properly applying the foregoing ten page free-copy provision.
(d) If the Municipality is requested to produce a large quantity of documents, the Fiscal Officer, in his/her discretion may require pre-payment of the estimated cost of producing such records.
(1) In appropriate circumstances, the Fiscal Officer may elect to out-source the copying work to a local establishment specializing in such work, with the actual charges for such copying to be paid by the requesting party.
(2) Where a party requests that copies of the public records be mailed, the Fiscal Officer shall require pre-payment of postage, the cost of any mailing supplies and the cost of copies.
