(a) The appointed office of Fiscal Officer is hereby created. The Fiscal Officer shall perform the duties provided by law for the Village Clerk and the Village Treasurer, and such other duties consistent with the nature of the office as are provided by ordinance. Upon receiving prior approval from the Mayor, the Fiscal Officer may delegate specified accounting and bookkeeping duties to an outside firm which Council, by ordinance, has previously approved, pursuant to the terms and conditions of said ordinance.

(b) Appointment.
(1) The Fiscal Officer shall be appointed by the Mayor, but shall not take office until that appointment has been approved by a majority of the members elected to Council.
(2) Upon approving the appointment, the Council shall determine if the Fiscal Officers shall serve in full-time or part-time capacity and, if part-time, the minimum average number of hours per week which the Fiscal Officer shall serve.
(3) The Fiscal Officer shall obtain a Fidelity Bond in the amount of one hundred thousand dollars ($100,000), conditioned upon the faithful performance of the Fiscal Officer’s duties, with an insurance corporation satisfactory to Council and licensed to do business in the State of Ohio as a surety. Such bond shall be filed upon being approved by Council. The cost of such bond shall be borne by the Village.

(c) The Fiscal Officer shall be chosen on the basis of administrative and academic qualifications, with special reference to actual experience in and knowledge of accepted practices regarding public accounting and municipal finance.
(d) The Fiscal Officer shall serve at the pleasure of the Mayor and the Council and may be removed without cause by the Mayor with the consent of a majority of the members elected to Council; or the Fiscal Officer may be removed without the consent of the Mayor by the affirmative vote of three-fourths of the members elected to Council.
