The Solicitor shall, when requested by a member of Council, give a verbal opinion on any question of law concerning Municipal Affairs, in open Council. However, the Solicitor may, if the matter is deemed to be one of importance, take a reasonable time to submit the requested opinion in writing. The Solicitor shall not be required to draw any ordinance or resolution upon a majority vote of the members.
