All emergency measures shall require three readings, unless the rule requiring such readings, by title only is suspended as provided in Section 121.07
(h). A roll call shall first be taken on the emergency clause and then a roll call on the legislation as a whole. In order to pass as an emergency measure, the affirmative vote of two-thirds of the members of Council on the emergency clause is required.
