(a) Order of Business. The order of business at meetings of Council shall be as follows:
(1) Roll Call, to determine presence of a quorum.
(2) Approval of the minutes of the preceding meeting, as amended by the consent of the members of Council present.
(3) Approval of payment of bills.
(4) Report of Chief of Police.
(5) Report of Director of Streets and Utilities.
(6) Report of Zoning Inspector.
(7) Tax Collection Report.
(8) Public participation. The members of the audience shall be permitted to present issues to Council or comment regarding matters pending before Council. Unless the Mayor determines otherwise, no member of the audience shall be allowed to speak more than once upon any one subject until every member of the audience choosing to speak on that subject has had an opportunity to do so, and in any event no member of the audience shall speak more than twice upon the same subject. Each member of the audience shall be limited to three minutes per subject. Prior to speaking, any member of the audience called upon by the Mayor shall state his or her name and address.
(9) First reading of ordinances and resolutions.
(10) Second reading of ordinances and resolutions.
(11) Third reading of ordinances and resolutions.
(12) Engineer’s Report.
(13) Old Business.
(14) New Business.
(15) Reports of standing committees.
(b) Upon motion of any member of Council, the order of business at any meeting may be altered by affirmative vote of two-thirds of the members present.
