121.03 VOTING.
   (a)   Generally. All questions shall be stated and put to a vote by the Chair.
      (1)   As a general matter, questions shall be put to a roll call vote.
      (2)   If the Chair believes that the result of a vote will unanimous, in his/her discretion, the Chair may call for a voice vote, requesting “ayes”, “nays” and “abstentions”. (Ord. 07-157. Passed 12-31-07.)
      (3)   If the result of a voice vote is that there are some “ayes” and some “nays”, or if there is at least one “abstention”, then a roll call vote shall be taken.

      (4)   The Chair shall declare the result of the vote after the Fiscal Officer has announced the result of the vote.

   (b)   Chair’s Power to Vote. The Mayor shall have no voting power and shall have no vote except in the event of a tie vote of members of Council present. In such a case the Mayor shall have the power to vote and the Mayor’s vote shall have the same legal effect as a vote of a member of Council. Any member of Council who is serving as Chairman shall have the same power to vote as other members.
