The term of the five persons on the Shade Tree Commission, excluding the Village Administrator, shall be for three years, except the term of two of the members appointed to the first Commission shall be one year and two years respectively, and one of the additional members allowed by the 1990 amendment to this section shall serve an initial term of two years. In the event that a vacancy occurs during the term of any member, his successor shall be appointed for the unexpired portion of the term, in the same manner as an original appointment.
