(a) All park lands owned by or under the control of the Village shall be closed to public use between the hours of 10:00 p.m. to 6:00 a.m., and no person shall enter into or remain upon such park lands between such hours.

(b) Notwithstanding the time limitations specified by subsection (a) hereof, the Village Administrator may issue a permit to a Village resident or group of Village residents which extends the time permitted beyond normal closing hours.
(c) The Village Administrator is hereby authorized to promulgate rules and regulations covering the use and protection of park lands owned by or under the control of the Village. Such rules and regulations shall include a provision for the issuance of permits to individuals, residents of the Village, and organizations and groups affiliated with Village residents to use one or more of the pavilions in the Village park on a priority basis. Such rules and regulations shall be consistent with and supplementary to all of the provisions of the Codified Ordinances, and shall first be approved by motion of Council.
