(a) Any person, firm or corporation, upon the installation of a fire sprinkler system, will be charged, in addition to the tap-in fee for a service line, the following charges for tap-in for such sprinkler system:

(b) The applicant shall be responsible for all costs involved in connecting the size line. Such costs specifically include costs of street repairs in accordance with Municipal specifications therefor.
