(a) Every person, firm or corporation desiring water service shall first make application to the Village Administrator.
(b) Any industrial user desiring to use an alternative water supply for irrigation or industrial processes shall make application to the Village Administrator. Said application shall include the following:
(1) Statement of need for the proposed alternative water supply.
(2) Engineering plans for the alternative water supply and the related irrigation and/or evaporative cooling system.
(3) Statement of anticipated average and maximum gallon per minute usage.
(4) Statement of proposed additional limitations on usage.
(5) A non-refundable fee of three hundred fifty dollars ($350.00), a portion of which shall be used by the Village to pay for the cost of the initial engineering review of the proposed alternative water supply.
(c) No temporary Water Permit shall be issued unless, in the discretion of the Village Administrator, with the concurrence of the Director of Utilities, failure to allow a temporary connection to the Municipality’s water supply prior to the issuance of an Occupancy Permit, would create a genuine and unnecessary hardship which cannot be alleviated in any other reasonable manner. In the event that the Village Administrator determines that a temporary water permit should be issued, it shall only be issued subject to the following conditions:
(1) The Village Administrator shall issue a Temporary Water Permit only if the Zoning Inspector has determined that the project is in compliance with the Zoning Permit and, if applicable, the approved site plan.
(2) All other requirements of Chapter 911, including the payment of tap-in fees and the installation of a water meter, must be met before a Temporary Water Permit will be issued.
(3) The Village Administrator shall establish an expiration date for the Temporary Water Permit which shall be no more than 30 days from the date of issuance. The Village Administrator may extend that expiration date, for good cause shown.
(4) The applicant shall be liable for payment of all water charges incurred between the date the Temporary Water Permit is issued and the date the Municipality terminates such temporary service, either by issuing an Occupancy Permit or shutting off the temporary water service.
(5) The Village Administrator shall establish a deposit for the Temporary Water Permit, which shall be not less than the estimated cost of the water to be used during the duration of the permit. In the event that the charges for water used exceed the amount of the deposit, the applicant shall promptly remit additional funds, in an amount to be determined by the Village Administrator.
(6) The Temporary Water Permit shall be deemed to have expired as of the date that an Occupancy Permit for the structure is issued. No Occupancy Permit shall be issued unless all charges incurred for the temporary water connection have first been paid.
(7) Upon expiration of the Temporary Water Permit, or in the event that water charges exceed the deposit and the applicant has not remitted additional funds as requested, the Municipality may, without notice, terminate the temporary water connection.
