Any discharger or other person who violates any of the provisions of this chapter and who causes damage to or impairs the POTW, shall be liable to the Village for any expense, loss or damage caused by such violation or discharge. Such expenses, losses or damages may be recovered by the issuance by the Superintendent of a written assessment therefor to the responsible person. Refusal to pay the assessment within thirty days shall constitute a violation of this chapter enforceable under this chapter and applicable State law.
