Any discharger or any interested party shall have the right to request, in writing, an interpretation or ruling by the Village of any matter covered by this chapter and shall be entitled to a prompt written reply. All costs incurred by or charged to the Village for the preparation of such a ruling, including engineering, legal or other consultants' fees, shall be borne by the requesting party, unless specifically waived by Council.
