The Village may inspect the facilities of any discharger to determine compliance with the requirements of the Codified Ordinances. The discharger shall allow the Village or its representatives, without prior notice, upon presentation of credentials of identification, to enter upon the premises of the discharger at all hours for the purposes of inspection, sampling, observation, measurement, testing, records examination or the performance of any of their duties. Delays in permitting access by Village personnel in excess of ten minutes shall be considered a violation of the Wastewater Discharge Permit and this chapter and shall subject the discharger to the civil and criminal penalties provided for herein. The Village shall have the right to set up, on the discharger's property, necessary devices to conduct sampling, inspection, compliance monitoring, metering operation or all of these. The Village shall have the right to copy the discharger's records relevant to determining compliance with the requirements of the Codified Ordinances.
