All SIUs proposing to connect to or to discharge sewage, industrial wastes and/or other substances or material to the POTW shall obtain from the Superintendent a Wastewater Discharge Permit before connection to or discharging to the POTW. All existing SIUs connected to or discharging to the POTW on the effective date of this chapter shall obtain from the Superintendent a Wastewater Discharge Permit as directed by the Superintendent. This requirement shall not apply to dischargers classified by the Superintendent as "nonsignificant industries" or dischargers other than SIUs unless required by the Superintendent. Persons subject to Pretreatment Standards which dispose of their wastewaters entirely by collecting such wastewaters in containers and shipping such containerized wastewaters off-site for treatment or disposal shall obtain a discharge permit specifying "no discharge" and shall otherwise meet the requirements of this chapter, including Sections 905.09 and 905.11.
