(a) State Requirements. State requirements and limitations on discharges to the POTW shall be met by all dischargers which are subject to those standards in any instance in which they are more stringent that Federal requirements and limitations or those in this chapter or any other applicable ordinance.
(b) Village Requirements. No person shall discharge, or cause or allow to be discharged, industrial wastes or unpolluted water into any sewer within the jurisdiction of the Village and/or into the POTW without a permit issued by the Village and without first having complied with the terms and conditions established in this chapter.
(c) Supplementary Limitations. No user shall discharge wastewater concentrations and/or mass loadings to the POTW exceeding those limits specified in the discharger's permit issued by the Village.
