905.03 GENERAL DISCHARGE PROHIBITIONS.
   (a)   Pollutants introduced into the POTW by an industrial user shall not pass through the POTW or interfere with the operation or performance of the POTW.
   General prohibitions and the specific provisions in subsection (b) hereof apply to all sources of indirect discharge whether or not the source is subject to other national, state or local pretreatment standards or requirements.
 
   (b)   The following described substances shall not be introduced into the Village's POTW:
      (1)   Petroleum oil, nonbiodegradable cutting oil or products of mineral oil origin if discharged in amounts that can pass through or cause interference of the POTW.
      (2)   Wastewater from industrial facilities and/or commercial facilities containing floatable fats, wax, grease or oils.
      (3)   Liquids, solids or gases, which by reason of the nature or quantity are or may be sufficient either alone or by interaction with other substances to cause fire or explosion or be injurious in any other way to the sewerage facilities or to the operation of the system.
         A.   At no time shall two successive readings on an explosion hazard meter, at the point of discharge into the sewer system, be more than five percent (5%) nor any single reading over ten percent (10%) of the Lower Explosive Limit (LEL) of the meter.
         B.   At no time shall wastewater exhibit a closed cup flashpoint of less than 140 degrees F. or 60 degrees C. using the test method specified in 40 CFR 261.21.
      (4)   Noxious or malodorous solids, liquids or gases, which either singly or by interaction with other wastes are capable of creating a public nuisance or hazard to life or may be sufficient to prevent entry into a sewer for its maintenance and repair, or result in the presence of toxic gases, vapors or fumes within the POTW in a quantity that may cause acute worker health and safety problems.
      (5)   Garbage that has not been ground or comminuted to a degree that all particles will be carried freely in suspension under flow conditions normally prevailing in the public sewers, with no particle greater than one-half inch in any dimension.
      (6)   Any substance in amounts exceeding standards promulgated by the Administrator of the United States Environmental Protection Agency.
      (7)   Any chemical elements or compounds or other substances which may interfere with the biological process or efficiency of the POTW.
      (8)   Solid or viscous wastes which may cause obstruction to the flow in a sewer or otherwise interfere with the proper operation of the wastewater treatment system. Prohibited materials include, but are not limited to, grease, uncomminuted garbage, animal guts or tissues, paunch manure, bones, hair, hides or fleshings, entrails, whole blood, medical wastes, human body parts, feathers, ashes, cinders, sand, spent lime, stone or marble dust, metal, glass, straw, shavings, grass clippings, rags, spent grains, spent hops, waste paper, wood or fuel or lubricating oil and similar substances.
      (9)   Any unpolluted waters which will increase the hydraulic loading on the POTW treatment plant including, but not limited to, any storm water, surface water, groundwater, roof run-off water, subsurface drainage, unpolluted cooling water or unpolluted industrial process waters.
      (10)   Any discharge which will cause the POTW to violate its NPDES and/or other disposal system permits.
      (11)   Any discharge that causes or contributes to interference or pass through of the treatment plant.
      (12)   Any liquids having a pH lower than 6.0 or higher than 9.0, or having any corrosive property capable of causing damage or hazard to structures, equipment or personnel of the POTW.
      (13)   Any substance which may cause the POTW effluent or treatment residues, sludges or scums to be unsuitable for reclamation and reuse or to interfere with the reclamation process. In no case shall a substance discharged to the POTW cause the POTW to be in noncompliance with sludge use or disposal criteria, guidelines or regulations developed under Section 405 of the Act; any criteria, guidelines or regulations affecting sludge use or disposal developed pursuant to the Solid Waste Disposal Act, the Clean Air Act, the Toxic Substances Control Act, State standards applicable to the sludge management method being used, or 40 CFR Part 503, Standards for Use or Disposal of Sewage Sludge.
      (14)   Any wastewater having a temperature which will inhibit biological activity at the POTW treatment plant; and, in no case, wastewater with a temperature at the point of discharge exceeding 65 degrees C. (150 degrees F.) or with a temperature at the introduction into the treatment plant in excess of 40 degrees C. (104 degrees F.).
      (15)   Any discharge with objectionable color not removed in the treatment process such as, but not limited to, dye wastes and vegetable tanning solutions.
      (16)   Any pollutant, including oxygen demanding pollutants (BOD, COD, etc.) released in a discharge at flow rate and/or pollutant concentration which will cause interference, pass through or which is a slugload.
      (17)   Any trucked or hauled pollutants, including industrial and septic wastes, into any location of the POTW at anytime.
      (18)   Any wastewater containing any radioactive wastes or isotopes of such half-life or concentration as exceed limits established in compliance with applicable State or Federal regulations.
      (19)   Any wastewater which causes a hazard to human life, creates a public nuisance or is in any other way injurious to persons, property, animals or the operation of the POTW.
      (20)   Any wastewater containing pollutants in sufficient quantity, either singly or by interaction, to injure or interfere with any wastewater treatment process, constitute a hazard to humans or animals or to exceed the limitations set forth in the National Categorical Pretreatment Standards or established by the Village.
      (21)   Oil and gas well brine and related constituents.
 
   (c)   No discharger shall discharge any pollutant to the POTW in violation of applicable pretreatment standards.
