903.09 STORM SEWER CONSTRUCTION, INSPECTION, MAINTENANCE AND REPAIR; APPROVAL; DEPOSIT.
   (a)   No house sewer or drain connecting with a public storm sewer shall be constructed or installed, and no connection shall be made to said line without such work being first observed, inspected and approved by an inspector employed by the Municipality.
 
   (b)   After a storm sewer or a line connecting a building to a storm sewer is constructed or repaired, and before it is covered or used, it shall be inspected and approved by an inspector employed by the Municipality.
 
   (c)   The Municipality shall determine an amount which the owner shall place on deposit with the Municipality to cover the cost of such inspection. The deposit shall be increased by the owner if and when the costs of the inspection rise above the amount on deposit.
 
   (d)   Upon completion of construction, and as a condition of final acceptance, the owner shall furnish to the Municipality two complete sets of plans corrected to show the plan, profile and all other details of the house sewer or drain as actually constructed and connected to the public storm sewer. Such drawings shall be identified as “As Built”.
 
   (e)   The primary responsibility for maintenance and repair of any line connecting a building to a public storm sewer shall be that of the owner of the building. In the event that the Municipality performs maintenance or repair on a line connecting a building to a public storm sewer, the owner shall promptly reimburse the Village for all costs of such maintenance or repair.
