719.12 NUISANCE.
   (a)    No blasting shall be done that violates the specific terms of the blasting permit.
   (b)    Any blasting that is conducted without a blasting permit or which otherwise does not conform with the requirements of the blasting permit or the provisions of this Chapter shall constitute a nuisance.
