No person or organization shall solicit contributions for charitable, religious, benevolent or any other purposes within the corporate limits of the Municipality without first obtaining a license from either the Mayor or Chief of Police. In those instances in which the person or organization is well-known by the Municipal representative to be responsible, reliable and of good character, then the requirements of this chapter may be waived in writing. A copy of the waiver shall be carried by such person or organization representative whenever in the process of soliciting contributions.
