(a) No person, firm or corporation shall sell, distribute, use or consume, intoxicating beverages on properties owned, leased or controlled by the Municipality, which are designated as Municipal parking lot areas.
(b) Whoever violates this section is guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for a second or subsequent offense.
