(a) No person shall wrongfully obstruct any ditch, drain or watercourse along, upon or across a public street, road or highway, or wrongfully divert any water from adjacent lands to or upon any public street, road or highway within the Municipality.
(b) No person, being the owner of a building used for commercial or industrial purposes within the Municipality, shall fail to provide for disposal of rain water through adequate eaves spouting or drainage devices, where failure to do so would cause a nuisance or create a hazard.
(c) Whoever violates this section is guilty of a minor misdemeanor.
