521.06 DUTY TO KEEP SIDEWALKS IN REPAIR AND CLEAN; SNOW REMOVAL.
   (a)    No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs or gutters in repair and free from snow or any nuisance.

   (b)    It shall be the duty of the owner of each and every parcel of real estate in the Municipality abutting any sidewalk to keep such sidewalk abutting his premises free and clear of snow and ice, and to remove therefrom all snow and ice accumulated thereon within a reasonable time, which will ordinarily not exceed twelve hours after the abatement of any storm or other occurrence during which such snow and ice may have accumulated. In carrying out snow removal duties as required herein or in clearing snow from driveways and other areas:
      (1)    No person shall push, carry, shovel, blow or otherwise remove snow across or over a dedicated right of way and deposit the same upon the private property of another or deposit the same in such a manner as to impede ingress and egress to private property;
      (2)    No snow or ice removed from sidewalks or drive approaches on the dedicated right of way shall be deposited so as to obstruct the view from the street, intersection or commercial drive approach, nor be pushed, carried, shoveled, blown or otherwise removed into or across the dedicated right of way;
      (3)    No fire hydrant shall be covered with snow or ice removed from sidewalk or drive approaches; and
      (4)    Snow or ice removed from private property shall be deposited on private property in such a manner that it does not obstruct the view at intersections.
 
   (c)    Whoever violates this section is guilty of a minor misdemeanor.
