The Phase 1 rates and charges as herein set forth shall become effective for the first full billing period occurring after March 15, 2021, and continuing until the Phase 2 rates and charges become effective. The Phase 2 rates and charges as herein set forth shall become effective for the billing period occurring on and after the meter reading in December of 2021 and continuing thereafter.
