The terms of the persons appointed to the Tree Board shall be three years. The members of the Tree Board in place upon the adoption of this chapter shall continue to serve as members of the Tree Board and shall continue to serve the staggered terms for which they were originally appointed. All members of the Tree Board, however, shall serve at the pleasure of the Town Council and may be removed and/or replaced at any time by the Town Council. In the event a vacancy shall occur during the term of any member, the successor shall be appointed by the Town Council for the unexpired portion of the term.
