The street standards imposed by this chapter shall not be applicable to projects undertaken by the town, nor shall the street standards imposed by this chapter be applicable to roads and streets given or granted to the town, or succeeded to by the town through inter-governmental cooperation, annexation or methods other than private subdivision development.
