(A) The authority and responsibility for the proper referral of complaints received pursuant to this chapter to the State Civil Rights Commission as set forth below shall be vested in the President of the Town Council.
(B) The town hereby elects to refer all formal complaints of alleged fair housing violations under the Federal Civil Rights Act of 1968, being 42 U.S.C. §§ 3601 et seq., as amended; the Federal Housing and Community Development Act of 1974, being 42 U.S.C. §§ 5301 et seq., as amended; the Fair Housing Amendments Act of 1988, being 42 U.S.C. §§ 3601 et seq.; and I.C. 22-9.5-1 et seq., as amended; by complainants to the State Civil Rights Commission for administrative enforcement actions pursuant to applicable federal law and I.C. 22-9.5-6, and the President of the Town Council shall refer all such formal complaints to the State Civil Rights Commission for purposes of investigation, resolution and appropriate relief as is provided for under applicable state and federal law involving allegations of discrimination based upon race, color, religion, sex, handicap, familial status or national origin.
(C) All departments of the town shall administer their departments, programs and activities relating to housing and urban development in a manner affirmatively to further the purposes of this chapter and shall cooperate with the President of the Town Council to further such purposes.
(D) All departments of the town shall refer any complaints received pursuant to this chapter to the President of the Town Council for referral to the State Civil Rights Commission.
