(a) No person shall engage in any conduct or activity which, due to the time, place, manner or circumstances, warrants a police officer who has personal knowledge or reasonably trustworthy information to believe that:
(1) An offense is being planned or has been or is being committed.
(2) Another person is in peril of bodily harm.
(3) An attempt is being made to flee or destroy evidence.
(b) Whoever violates this section is guilty of a minor misdemeanor.
