646.04 LINGERING OR LOITERING.
   (a)   No person, alone or in concert with others, shall assemble or congregate on the public portion of a parking lot for the purpose of lingering or loitering in any manner which will obstruct, impede or interfere with the free passage of other pedestrians using the parking lot, or impede or interfere with the free or assigned flow of vehicular traffic using the parking lot.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
