(a) The City Manager is hereby authorized to issue to physically handicapped persons no- fee, nontransferable parking permits. These permits shall allow the vehicle in which they are displayed to park without time limitations in certain City owned off-street or other street parking areas as determined by the City Manager.
(b) Parking spaces designated by the City Manager in accordance with division (a) of this section shall be appropriately designated and shall be limited solely to use by City handicapped parking permit holders and handicapped persons whose vehicles display license plates issued to handicapped persons by any state.
(c) The term “physically handicapped,” as used in this section, shall be defined as specified by the American National Standards Institute, Inc. Aged persons included in this parking program must be at least 65 years of age.
(d) Any handicapped parking permits, meters, signs or reserved parking spaces which are constructed as a result of implementing this section shall meet City standard drawings and specifications.
