SECTION 11.08 BOARD OF REVISION OF ASSESSMENTS.
   The Board of Revision of Assessments shall consist of the Mayor, the Finance Director and three (3) freeholding citizens of the Municipality to be appointed by the Council to serve until a successor is appointed. The Mayor shall be President of the Board, and the Finance Director shall be the secretary thereof. It shall organize and meet at times and places to be provided by its rules, and shall hear all claims and objections as to the character of all improvements to be paid for in part or in whole by special assessments, the necessity therefor, and the equity of the assessments as provided in the assessment report. A majority of those constituting the Board of Revision of Assessments shall have power to determine all complaints and objections submitted. As to each improvement, the Board shall, after such hearing, approve, amend, equalize or adjust the assessment report in every detail, and shall report to the Council its findings as to the necessity for the improvements, and any amendment it directs in the assessments, the estimate of benefits and allowance of damages.
