SECTION 7.09 PARKS AND RECREATION ADVISORY COMMISSION; POWERS AND DUTIES.
   The Parks and Recreation Advisory Commission shall act in an advisory capacity only, making such recommendations and reports to the City Manager, Council, the Planning Commission and other officers, departments, divisions, boards and commissions as it deems advisable regarding the acquisition, development, maintenance and operation of parks, playgrounds and recreational facilities and programs of the Municipality. The Commission may cooperate with organized groups concerned with recreation programs and may stimulate citizen interest in the care and preservation of parks and historical and scenic sites. With the approval of Council, the Commission may act as trustee for any property, asset or funds donated to the Municipality for park or recreational purposes, provided the donor designates or provides for the designation of the Commission as such trustee. In such an event the Commission shall have all those powers and duties necessary to carry out the purposes of the trust.
