(a) No motor vehicle shall be operated over and upon any public street, highway, alley or Miamisburg school property, without first having met the requirements of Ohio R.C. Chapter 4513 and this chapter.

(b) Nothing contained in this chapter shall be construed to prohibit the use of additional parts and accessories on any vehicle not inconsistent with the provisions of this chapter.
