SECTION 7.06 CIVIL SERVICE; CLASSIFIED AND UNCLASSIFIED SERVICE.
   All compensated positions in the service of the Municipality shall be in the classified service and shall be appointed pursuant to Civil Service Commission approved selection procedures, except the following, which shall comprise the unclassified service of the Municipality:
   (a)   Members of the Council,
   (b)   The Clerk of Council and other employees of the Council,
   (c)   The Mayor,
   (d)   The City Manager,
   (e)   The Finance Director,
   (f)   The Law Director, Assistant Law Directors and special legal counsel,
   (g)   The Safety and Service Directors and Assistant Safety and Service Directors,
   (h)   All heads of departments, assistant heads of departments, heads of divisions, and assistant heads of divisions, within departments,
   (i)   Professional engineers employed by the Municipality,
   (j)   Members of boards and commissions established by this Charter or by ordinance of Council,
   (k)   Volunteer members of the Division Fire, member of the Auxiliary Police Unit within the Division of Police, and part-time employees of the Divisions of Police and Fire,
   (l)   The secretary of each board and commission established by this Charter or by ordinance, provided that if such secretary holds other employment within the classified service of the Municipality, this section shall not exempt such person from the requirement of competitive examination to hold such other employment,
   (m)   Persons of exceptional professional or scientific qualifications engaged as consultants,
   (n)   Unskilled laborers, as defined and authorized by the Civil Service Commission,
   (o)   Temporary employees who are not employed for more than one hundred twenty continuous days or for more than one hundred twenty days in one year,
   (p)   One employee in an administrative support position for the City Manager and Directors of all City Departments; provided, however, that it shall be necessary for such positions to have been created by the Council, and
   (q)   Part-time employees as declared and authorized by the Civil Service Commission.
   Council may by ordinance create additional unclassified positions.
