There is hereby created and established a Civil Service Commission which shall consist of five members appointed by a majority vote of the Council for terms of two years, provided that the members of the Commission first appointed under this Charter shall be as follows: two members shall be appointed for one-year terms and three members shall be appointed for two- year terms. Thereafter, each member shall be appointed for a two-year term and shall continue in office until his or her successor is appointed.
